Sealed bids will be received for the 2025 CDBG: Sanitary Sewer System & Storm Drain Improvements, CDBG No. 25p-x-147-2-6802 at the Monroe City Hall, 215 North Broad Street, Monroe, Georgia 30655 until 8/14/2026 at 11:00 am (Local Time), at which time they will be publicly opened and read. 

            The work under this Contract will consist generally of the following: 

            The construction of ± 2,585 LF of 8” DR 17 HDPE sanitary sewer pipe bursting; ±11 manholes rehabilitations; ±34 new sanitary sewer services for existing structures; ±5,386 LF of rollover curb and gutter following existing roadway elevation, ±2,188 LF of 18” RCP storm drain pipe, ±11 GDOT 1019a structures, leveling and resurfacing upon completion of pipe work including ±256 TONS of OGI Superpave, ±406 TONS of 9.5mm Superpave Asphalt, striping, erosion control; traffic control; bypass pumping; surface restoration; and all other appurtenances required to construct the project.

            All work on the Project must be completed within 180 consecutive calendar days of date of notice to proceed.

            Bid shall be submitted on Bid Proposal Forms furnished for that purpose, in accordance with the Contract Documents and the Plans and Specifications, which are on file and may be reviewed (by appointment only) at the office of Hofstadter and Associates, Inc., Consulting Engineers, 4571 Arkwright Road, Macon, Georgia 31210.

            Copies of Bid Forms, Plans, Specifications and Contract Documents may be obtained from Hofstadter and Associates, Inc., 4571 Arkwright Road, Macon, Georgia 31210, upon deposit of $200 per set (.pdf format).  No refund will be made for returned documents.

No bid will be considered unless sealed and filed with the City of Monroe prior to the time set forth above, and accompanied by a Bidder’s Bond, payable to the City of Monroe, Georgia, for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid be accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates.  Bids arriving after the designated time will be returned unopened.

Build America, Buy America (BABA) Contract Clause

All requirements of the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, shall be complied with if applicable to the infrastructure project. Pursuant to HUD’s Notice, “Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance” (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are subject to BABA requirements, unless excepted by a waiver.

No bids shall be withdrawn for a period of 60 days after the opening of bids.  Owner reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals.
