Sealed bids will be received for the “Sidewalks & Crosswalk Improvements for the City of McRae-Helena—Phase 2 – US341/SR27/Oak St from 2nd Ave. – 1st Ave.” in the McRae-Helena City Hall, McRae, Georgia, until 11:00 A.M. (Local Time), October 31, 2019, at which time they will be publicly opened and read.

The work under this Contract will consist generally of the following: 

            Demolition of sidewalks, ± 500 SY of concrete sidewalks, ± 1,400 SF of decorative brick pavers, ± 900 LF of concrete curb and gutter, bulb outs with landscaping, ± 820 LF of thermoplastic striping, and all appurtenances for a completed project.

All work on the Project must be completed within 180 consecutive calendar days of date of notice to proceed.

Bid shall be submitted on Bid Proposal Forms furnished for that purpose, in accordance with the Contract Documents and the Plans and Specifications which are on file and may be reviewed at the office of the City of McRae-Helena City Manager and/or the office of Hofstadter and Associates, Inc., Consulting Engineers, 4571 Arkwright Road, Macon, Georgia  31210.

Copies of Bid Forms, Plans, Specifications and Contract Documents may be obtained from Hofstadter and Associates, Inc., 4571 Arkwright Road, Macon, Georgia  31210, upon deposit of $250.00 per hard copy set and $200.00 per digital copy set in .pdf format.  No refund will be made for returned documents.

No bid will be considered unless sealed and filed with the City of McRae prior to the time set forth above, and accompanied by a Bidder’s Bond, payable to the City of McRae-Helena for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid be accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates.

All Bidders whose bids are over $2,000,000.00 must be pre-qualified by the Georgia Department of Transportation.

No bids shall be withdrawn for a period of 60 days after the opening of bids.  The City of McRae-Helena reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals.

            There is a Disadvataged Business Enterprise (D.B.E.) requirement of 11% for this project. All D.B.E. firms must be certified with the Georgia Department of Transportation’s Equal Employment Opportunity Office. Bids arriving after the designated time will be returned unopened.

            All testing shall meet the requirements outlined in the GDOT Sampling, Testing, and Inspection Guide.

            Contractor shall use only the suppliers on the appropriate GDOT Qualified Products List.

            The City of McRae-Helena in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
