Sealed Bids for the construction of the Manchester, Georgia, Water Treatment Plant Rehabilitation will be received, by the City of Manchester at the office of the Mayor, 116 2nd Street, Manchester, GA 31816, until 11:00 A.M. local time on Thursday, November 8, 2018, at which time the Bids received will be “publicly” opened and read. The deadline to submit questions to the Engineer shall be at 5:00 P.M. on Thursday, November 1, 2018. The Project consists of constructing the Manchester 2.0 mgd Water Treatment Plant Improvements while maintaining treatment capacity, including work at the following locations:

- Re-construct Sludge Ponds with concrete lining and ramps
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.
If the bid proposal includes alternative bid(s), the Owner reserves the right to give some consideration to any alternative bid. The amount of consideration shall be at the sole discretion of the Owner.
The Issuing Office for the Bidding Documents is: Hofstadter and Associates, Inc. 4571 Arkwright Rd. Macon, GA 31210, 478-757-1169, John B. Fry, Jr, P.E., john@hofstadter.com . Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 7:30 am – 5:00 pm and on Fridays between the hours of 7:30 am – 2:30 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at Dodge Data & Analytics Planroom, online at www.construction.com ; the office of the Mayor, 116 2nd Street Manchester, GA 31816, on Monday, Tuesday, Thursday and Friday between the hours of 8:30 am – 4:00 pm and on Wednesday between the hours of 8:30 am – 12:00 pm; and the office of the Engineer, Hofstadter and Associates, Inc. 4570 Arkwright Rd. Macon, GA 31200,, on Mondays through Thursdays between the hours of 7:30 am – 5:00 pm and on Fridays between the hours of 7:30 am – 2:30 pm.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $400.00 for each hard set and $275.00 for each digital set, in .pdf format on CD. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will not receive a full refund. Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will not receive a refund of $____0.00_ for documents returned in good condition within the time limit indicated above. Checks for Bidding Documents shall be payable to “Hofstadter and Associates, Inc.”. Bidding Documents will also be available for purchase with credit card via www.hofstadter.com. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 11:00 A.M. local time on Tuesday, October 16, 2018 at the Manchester City Hall, 116 2nd Street, Manchester, GA 31816. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
