Sealed bids will be received for the CDBG No. 16p-x-138-2-5963, Water, Sewer, Storm Drainage & Street Improvements – Southeast Vidalia – Phase III, in the Vidalia City Hall, until 11:00 A.M. (Local Time), Tuesday, February 12, 2019 at which time they will be publicly opened and read.
A non-mandatory pre-bid meeting shall take place at the Vidalia City Hall on Tuesday, January 22, 2019, at 11:00 A.M.
“This is a Section 3 Covered Project under HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply – a required Pre-bid Meeting will be held in which Section 3 preferences and compliance will be discussed in detail.” If Section 3 documents are not properly signed and submitted with the bid, the bid will be rejected.
The work under this Contract will consist generally of the following:
SECTION 1000 – WATER SYSTEM IMPROVEMENTS
The construction of ± 4,600 LF of 6” DR 18 Class 150 C-900 PVC water main, ± 32 EA ¾” long side services, ± 32 EA ¾” short side services and appurtenances necessary for a complete job.
SECTION 2000 – SANITARY SEWER SYSTEM IMPROVEMENTS
The construction of ± 757 LF of 8” SDR 35 PVC gravity sewer main, ± 3,011 LF of 8” and 12 “ CCTV and gravity sewer main cleaning, ± 60 VF manhole rehab., ± 20 VF 4 FT diameter manhole, ± 3 EA manhole ring and cover, ± 2,500 LF of 8” and 12” Cured-in-Place (CIPP) and all appurtenances necessary for a complete job.
SECTION 3000 – STORM DRAINAGE IMPROVEMENTS
The construction of ± 1,928 LF of 18” storm drain pipe, ± 496 LF of 24” storm drain pipe, ± 18 EA drop inlets, ± 7,950 LF of concrete curb and gutter, ± 3 EA drain inlets, traffic control, grassing, erosion and sediment control, and appurtenances necessary for a complete job.
SECTION 4000 – STREET IMPROVEMENTS
The construction of 662 TN of recycled asphalt 9.5mm, ± 270 TN of recycled asphalt leveling, ± 78 CY Class “B” pavement widening, stop signs, striping and appurtenances necessary for a complete job.
All work on the Project must be completed within 240 consecutive calendar days of date of notice to proceed.
Bid shall be submitted on Bid Proposal Forms furnished for that purpose, in accordance with the Contract Documents and the Plans and Specifications which are on file and may be reviewed at the office of the Mayor and the office of Hofstadter and Associates, Inc., Consulting Engineers, 4571 Arkwright Road, Macon, Georgia 31210.
Copies of Bid Forms, Plans, Specifications and Contract Documents may be obtained from Hofstadter and Associates, Inc., 4571 Arkwright Road, Macon, Georgia 31210, upon deposit of $275.00 per hard copy set and $175.00 per digital set. No refund will be made for returned documents.
No bid will be considered unless sealed and filed with the City of Vidalia prior to the time set forth above, and accompanied by a Bidder’s Bond, payable to the City of Vidalia for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid be accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates. Bids arriving after the designated time will be returned unopened. No bids shall be withdrawn for a period of 60 days after the opening of bids. The City of Vidalia, reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals.
